Meeting Summary
Friday - September 15, 2000: 9:00 a.m. to 6:15 p.m.
I. Welcome remarks were presented by Dean Paul Bell, OU College of Arts and Sciences; Dr. Ken Wedel, Director of the OU School of Social Work and Dr.David Barney.
II. History of SPNS Border Health Initiative presented by Dr. Barbara Aranda-Naranjo and Wayne Sauseda of HRSA. Their power point presentation are posted of the Evaluation Center web site.
III. Expectations from meeting (goals & objectives) were identified. David Barney presented an overview of the Evaluation Center (presentation posted on Evaluation Center web site).
IV. Projects were broken into two groups to discuss the individual logic models. Group 1 - New Mexico and Arizona; Group 2 Harlingen, El Paso, and San Ysidro. Groups worked on the logic models for approximately 2 hours.
V. The logic models were presented by projects. Order of presentation were San Ysidro, Valley AIDS, Arizona, El Paso, and New Mexico.
VI. Data ownership was presented by David Barney.
Guiding Principles
1. The confidentiality of individuals and communities is paramount. Therefore, the multi-site data set will not contain any personal or community identifiers.
2. The multi-site data set is a combined sub-set of specific variables collected by the five HIV-care demonstration projects. Thus, local demonstration projects will, most likely, have additional data pertaining to their local evaluation that the central evaluation center does not possess.
3. Specific demonstration project data that is included in the multi-site data set will be supplied to the demonstration project upon request, but also at a minimum interval of one per month.
4. Responsibility for data quality will be primarily housed with one individual at each demonstration project. That individual will be identified at the Grantee Meeting on September 16, 2000. The individual responsible for the multi-site data quality will be David Barney (dbarney@ou.edu).
5. Dissemination of Evaluation findings will be encouraged and supported through technical assistance in every way possible.
Multi-site Data Policy
All data collected by HIV-care demonstration projects belongs to the project that collected that data. Therefore, demonstration projects are free to do as they wish with their data (without any oversight from the central evaluation center). This includes, but is not limited to, pooling data with all other demonstration projects to product multiple-site findings.
Data Format
Multi-site data will be available in ASC-II or SPSS format.
Comments:
- Some guideline as to a time period in which to write an article or data goes back to group of grantees agreeing to share data.
- Papers using another sites data must share authorship.
- Concern about one group deciding to publish such as on cultural issues, then conflict when entire group of grantees decide to publish across sites with same data from all sites.
- Journal editors - policy on publications on some types of data. Suggested that David Barney check with George Huba to clarify.
- Suggested that protocols used by Columbia University for their SPNS multi-site evaluation be obtained for review.
- Group agreed to postpone any further discussion on Data Useage until the next grantee meeting.
VII. Data Contacts - David Barney asked grantees to identify who would be the project contact for data issues. The following persons were identified:

VIII. Grantees choose meeting site and date for next grantees meeting. Set for January 11 - 12, 2001 at Berkeley or San Francisco.

X. Other Issues:
Human Subjects - El Paso advised they have submitted and are waiting for approval.
Saturday - September 16, 2000: 8:00 a.m. - 1:30 p.m.
I. Adan Cajina presented on Ryan White CAREWare.
II. Data Systems was discussed. It was recommended that grantees consider using Ryan White CAREWare for data collection. All grantees agreed to use CAREWare for the exception of New Mexico. New Mexico has a statewide data collection system for Title II grantees. A single code book will be developed for multi-site data collected by grantees. It was determined that presently four sites use SPSS and import data from other data bases.
III. Herman Curiel presented on Cultural Issues. The group discussed the need to examine acculturation as part of the multi-site evaluation. An acculturation scale for Mexican Americans developed by Mendosa was identified. John from El Paso lead discussion on theoretical issues and provided acculturation scales to Herman Curiel. The grantees were asked to send any scales they would like to review with the group to Herman for dissemination to other grantees. Herman and Kurt Organista will coordinate development of an acculturation scale with grantees.
IV. Qualitative Research - The grantees were asked if they wanted to conduct qualitative interviews to examine the influence of cultural issues on definitions of homosexuality and access to health care. The grantees agreed that use of focus groups would be very beneficial. Grantees agreed to conduct qualitative interviews with the Evaluation Center taking responsibility for conducting the interviews and conducting the data analysis. Grantees will identify potential participants and provide space to conduct interviews. The Evaluation Center will amend their Human Subjects protocol to include qualitative interviews. Questions about incentives for participants was raised, David advised it would be dependent on availability of resources in the budget. Will need to develop flyers and participant consent forms. David asked the grantees if they would be interested in Concept Mapping as part of exploratory research, all agreed.

Question: Who is data collected for (outreach efforts)? San Diego will collect data on HIV tested persons; New Mexico will collect on outreach contacts. Wayne suggested that data be collected only for HIV case findings at enrollment and if project wish to collect information from outreach contacts, that should be an individual project choice and not part of multi-site.

VI. Discussion of other proposed modules was lead by David. Grantees were asked to identify proposed data modules. Selected modules are posted on the web site for the Evaluation Center (http://www.ou.edu/border/modules.htm). Grantees were asked to review similar modules developed by the Measurement Group (located on web) for discussion during a conference call on November 16, 2000 at 11:00 a.m. David suggested that grantees look at The Measurement Group modules closely and determine if the variables are adequate, if not identify variables that need to be added.
VII. Barbara advised all grantees that their finalized logic model should be submitted to David Barney and Wayne Sauseda by October 2, 2000. Yolanda Cantu expressed concern with timeline compliance as outlined in their project proposal. Barbara advised that HRSA will allow grantees to submit revised timelines after modules are developed and accepted. No site is to implement their project until data collection modules have been developed and approved during the grantee meeting on January 11, 2001. El Paso advised they have hired staff. They were advised by HRSA staff to use this time period to train staff and develop working agreements with service providers.
Barbara will get variables used by another HRSA group on medical adherence (Ruth Finkelstien) and get information to David.
