Review of dissemination committee actions and review of agenda - Dr. Herman Curiel, University of Oklahoma Centro de Evaluacion, opened the meeting with a summary of the dissemination committee meeting which met the previous day, including 1) actions taken on proposals presented by Michelle, David and Tony; 2) that he (Dr. Curiel) will take the lead on a special journal issue, HIV/AIDS Social Services, a quarterly publication from Haworth Press; 3) by January we will need to have draft of paper(s) to be submitted; 4) we will try for each site to submit a paper; 5) probable theme will be HIV/AIDS on the Border. [Betty Duran, University of Oklahoma Centro de Evaluacion, followed up by stating that during the monthly conference calls time will be set aside to formalize what we're doing for publication.] 6) Also noted was consensus on interest in a monograph. However, we will do one thing at a time, with the special journal issue being first.
Greeting: Betty Duran and Dr. David Barney - congratulated participants on completing three years of the project by stating all have done a great job, especially in overcoming challenges. Noted more than 900 HIV positives in database, which is the largest database with comprehensive information on minority populations. Also noted the Medical Chart Review data is astounding and that we are working on cleaning data; developing syntax for preliminary analysis of the first dataset; and tweaking out potential problems with the first round of chart extractions so that the second round will be relatively easy. Emphasized for service projects it has been a challenge to add the layer of research to providing services and evaluators have spent incredible time and effort, all have done a really good job. Noted that HRSA also has recognized the Border projects as being very successful and the need to be able to replicate projects' modelss. Dr. David Barney, University of Oklahoma Centro de Evaluacion, shared with attendees that this is a good opportunity to reflect on changing roles as we move into the final phase of the project, what we need to focus on and how we can all work together.
SANS Update and distribution of July issue dedicated to prevention with positives - Sandra Duggan, HRSA, shared with participants that by September 30, there will be two new SANS initiatives, Prevention with Positives in the Caribbean, for a total of 75 SPNS grants across the country. Also will be doing different types of studies (including a retrospective study) and will be collaborating with CDC and SAMHSA, in addition to regular SPNS work. In the planning stages are two upcoming initiatives concerning young gay men of color and a 2004 ALL Grantee meeting. Also, in August, the Border Health Commission will be meeting with HRSA.
Welcome: Salvador Balcorta, Executive Director and America Jones, Centro de Salud Familar La Fe - Salvador Balcorta welcomed grantees to the center followed by an overview and tour of Centro de Salud guided by America Jones. America explained both the services and history of the agency as well as their cultural components.

Conducting Supplemental Medical Chart Review: Betty Duran - Betty presented the US/Mexico Border Health Evaluation and Technical Assistance Center's proposal to conduct a supplemental round of medical cart review on clients who were not reviewed during the initial round. Betty indicated that there is a discrepancy between the number of individuals enrolled in SANS and those who were reviewed. There are 326 cases. It is not known if these individuals refused the study or if they were unable to be contacted for consent prior to the medical cart reviews. Betty proposed to identify those individuals that have signed a consent form or are willing to participate and to conduct a supplemental review. This would increase the quality of the full medical cart review process and avoid confusion in data extraction. It was clarified that in actuality this is a completion of the first round of cart reviews. Betty acknowledged that this will represent additional work or the grantees. The grantees indicated that they are willing to facilitate the process. Discussion was held regarding the scheduling of the supplemental reviews. The grantees were previously provided with lists of outstanding clients. It was agreed that grantees will review these lists and discern which clients will be included in the supplemental study by the end of September. The center will be working with grantees to identify dates for the reviews and the amount of time needed at each site for the reviews. The reviews are tentatively scheduled for the end of January and the first half of February.

Next Meeting - Grantees choose to meet on January 8th and 9th, 2004 in Washington, DC. Discussion was held regarding how much time to dedicate to dissemination, project reports and other presentations. An agenda will be formulated over the next several months. Dates for site visits were also established before adjournment.
