a. Arizona Border HIV/AIDS Care: 75 patients signed up, obtaining their consent to participate in project. Local instruments are also in place.

b. Camino De Vida Center for HIV: ready to implement on March 1^st. Trained promotores on module A & B, and will hold retreat on 23-24^th this month to train staff.

c. Centro de Salud Familiar La Fe: nursing staff on board as of 2/2/01. LMSW will be announced this coming weekend and hope to be able to recruit someone soon. Dr. Gary Sinclair from Dallas to provide training on HIV 101, as well as testing and treatment components. John Wiebe is working on translation with Uni. of Texas. Barbara asked why LMSW. Ray is interested in someone to conduct therapy and group sessions, want more counseling on site. Downtown clinic has been transferred all its service to Vrain Street site and clients are currently being transitioned and hope to complete process by end of month.

d. San Ysidro Health Center: working with all partner clinics - after Norman training, Alisa has conducted local site visits to determine how they fit into overall data collection. Alisa will provide training to partners which were not able to attend Norman training. They are working with sites to determine which outreach staff are using Orasure for HIV testing. Training date is February 26^th. March 5^th is kick off for collecting information on Latinos along the border. No partners will implement their project until San Ysidro has collected baseline information. Working on barriers module for San Ysidro. Kurt from UC Berkeley is providing technical assistance and will be in San Diego on 2/22-23 to assist with focus groups (2). Targets are HIV positive women and HIV positive men. They are looking at cultural aspects of barriers to care.

e. Valley AIDS Council: 1/17 partners meeting - IRB is still pending - pending IRB approval, they plan to implenent on February 20^th. Training for data collectors will be conducted sometime around 2/20 - In April, Dr. Sinclair will conduct site visits with health clinics. VAC will develop a qualitative evaluation for clinic site visits for physicians and Dr. Sinclair to complete.

2. Multi-site evaluation issues - David Barney: Modules a, b, d, e, have been posted on the web page and are ready for use. Module c and f need some work. The code book is ready for those modules which have been posted and will be sent to HRSA for approval then posted on web site. Betty is working with John Wiebe to obtain translation of instruments. Need to develop contract with University of Texas - no timeline as to when modules will be completed. Future modules: Barriers which San Ysidro is helping develop, should be up in a couple of months. Need to work on Program Support and Client Satisfaction module. It has been suggested that we have been moving too quickly on these modules and we as a group need to place a little more attention on the development of these modules. Program Support module is also looking at connection between service provider and belief that provider can be relied on to provide support and services. Present instrument does not have enough variance for use. Local sites desired a Client Satisfaction module as soon as possible. Ledia asked when translation would be completed. Betty advised that that needs to be negotiated with UT and determine how to best proceed with getting the instruments completed. John Wiebe had expressed that he believed that it would take about 4-6 weeks for translation which is a conservative time estimate. Barbara expressed concern with local translation raising too much variance in data collected by local sites. Barbara also expressed concern with 90 day delay for translation. Need to explore other options - certification is not a mandate from HRSA. Mari suggested that she has money for translation and can work with local agencies who do non-certified translation which she believes translate the instruments within 30 days. Ray said Tony could review translation from San Diego - Barbara advised HRSA staff could also review translation - Barbara asked if everyone was in agreement with Mari's option - all concurred. Barbara asked Mari is she could obtain a timeline. Mari said yes after they contact an agency and present modules and code book. If timeline is too long, then we may need to work with Tony to aide with translation. Mari asked for template on modules, David said he can't because its in adobe, said translator can just type questions into Word and enter translation following the variable question. Code book also needs to be translated which may take some additional time. Betty advised Center can share costs for translation.

David asked project to look at George Huba's Client Satisfaction module and determine if they want to make changes by Wednesday of this week. David will try to get this posted by the end of the week.

a. US/Mexico Border Health Association (5/29 - 6/01/01) Wayne is lead author - abstract will be posted on web site today - sites are to provide feedback before Wednesday. Joao said this is a panel presentation with a brief overview of project by Wayne, then followed by individual project status reports. Presentation is 90 minutes - San Diego, Las Cruces, El Paso, VAC, Arizona, and Center plan to participate. Barbara asked Joao to develop a timeline and agenda to discuss with the group. Joao wants a couple of lines from each project as to what they plan to present. Need this by Wednesday morning to David. Presenters need to apply for membership in order to present. This is available on the web site for the US/Mexico Border Health Association. Barbara suggested that a handout with partner names and contact information be developed for distribution during presentations. Each grantee as author for grantee site should be included in abstract. Betty suggested tape recording the 90-minute presentation for our record.

b. APHA: Abstract would be similar as Border Health Association abstract. Presenter need to have membership in APHA in order to present. Presentation is with Latino Caucus. Conference is on Oct 21-25, 2001 in Atlanta, GA. All sites will have a representative at the conference.

4. HRSA Issues - Barbara Aranda-Naranjo; Robyn Schulhof; and Ledia Martinez

a. Budget Carry-over: Richard Moore - For projects just beginning, HRSA expects some gaps in implementation with some resources needing to be carried over into the new contract period. HRSA needs a request from the project to use carry-over money in their YR 02 after submitting their FSR, 90 days after the end of the project period. Priorities are program evaluation and program implementation. Rosana - $100,000 clinical care from Bureau of Primary Health Care, it that handled the same? Richard hopes that each project utilize these funds in Yr 01 to increase health center capacity, if not then this would be part of the carry-over request. He suggested projects think of this as part of their continuation budget and not carry-over request. Steve - if funds are obligated prior to end of period, does clinic need to perform all services by end of period? Richard said no.

Barbara has reviewed everyone's six month reports - reports are fine. New Mexico and California need to submit a request to Ledia (wish list) as to how they would spend additional unrestricted funds to be spent along the US/Mexico Border. New Initiative April 1^st - outreach for HIV+ who are not in care.

5. Other: Next conference call is set for 2/28 at 10:30 am - Mari advised that while she is out of town, Alisa will handle matters in her absence. Mari will provide Robyn information on translation outcomes.
